Norbert is an incompetent spy from the sad, bureaucratic and dreary nation of Graylandia. Its rulers dream of conquering neighbouring Colourlandia, a small and happy country where everything works backwards and nothing is what it seems, which is precisely what makes its inhabitants so happy all the time.

Despite being totally useless, Norbert goes on an exciting adventure into the colourful enemy territory where he makes new friends with whom to share many strange, wonderful and silly experiences, and inadvertently thwarts the plans of his own government. With new companions and a new outlook on life, it is up to Norbert to save Colorlandia and find happiness.
